Canada, U.S. launch project to strengthen border security

The Canada Border Services Agency (CBSA) and the Department of Homeland Security (DHS) will launch a project on Monday to improve border security.
Under the pilot project, the two government agencies say they will "exchange data currently collected on third-country nationals -- those who are neither citizens of Canada nor of the U.S., permanent residents of Canada and lawful permanent residents of the United States" at the Pacific Highway in Surrey, B.C. and Blaine, Washington; Douglas (Peace Arch), Surrey, B.C. and in Blaine; the Queenston-Lewiston Bridge in Niagara-on-the Lake, Ont. and the Lewiston-Queenston Bridge in Lewiston, NY, and the Niagara Falls Rainbow Bridge in Niagara Falls and the Rainbow Bridge in Niagara Falls, NY.
"As outlined in the Beyond the Border Action Plan, our governments are committed to maintaining the integrity of our shared border," Vic Toews, Minister of Public Safety, said in a statement Friday. "This sharing of entry and exit information will play a key part in bolstering border security."
In a press release, the CBSA said "a coordinated entry/exit system will help the U.S. and Canada identify persons who potentially overstay their lawful period of admission, track the departure of persons subject to removal orders, and verify that residency requirements are being met by applicants for continued eligibility in immigration programs.
"The process of collecting and sharing personal information will be done in accordance with each country's privacy laws and policies."

BELFAST, Northern Ireland (AP) ? Belfast is bracing for one of its biggest Protestant parades in years on Saturday, with tens of thousands expected to participate amid fears that it will degenerate into street clashes with the police and Northern Ireland's Catholic minority. These one-sided marches have tested tempers each year since the 19th century, and show no sign of abating despite Northern Ireland's successful peace process. The AP explores why.
WHO'S MARCHING?
The Protestant "loyal orders," chiefly two groups called the Orangemen and the Apprentice Boys. Members carry hand-painted banners depicting key historical events and values, both political and religious, while groups of fife and drum ? often called "kick the pope" bands ? play tunes ranging from the spiritual to the overtly anti-Irish.
WHY DO THEY DO IT?
For the Protestants, a successful march demonstrates their continued hold over endlessly disputed territory, town by town, street by street. They expect their right to freedom of assembly to be upheld by the law.
But for most Catholics, the marches are offensive, considered mass intimidation by the Protestant majority.
WHO ARE THE ORANGEMEN?
The Orangemen honor King William of Orange, a Dutchman who ousted a Catholic from the British throne in 1688 and then defeated that rival, James II, in a series of battles in Ireland. The Orange Order's biggest marches come each July 12, the anniversary of the 1690 Battle of the Boyne, when William's army forded a river south of Belfast to rout James' forces ? and according to Orange lore, ensured Protestant civil and religious liberty from that day forward.
WHO ARE THE APPRENTICE BOYS?
The Apprentice Boys of Derry, based in Northern Ireland's second-largest city, Londonderry, honor the other totemic moment from those 17th-century religious wars: the 1689 Siege of Derry. The recently deposed James, seeking to reclaim his London throne from his sanctuary in predominantly Catholic Ireland, sent forces to demand that the Protestant garrison of the walled town surrender. Teenage apprentices bolted the gates shut, starting a 105-day siege that the residents survived by eating rats.
ISN'T THIS ANCIENT HISTORY?
No. Both fraternal groups exist, in part, to keep these vivid ancestral memories alive in today's Northern Ireland. The Protestant community here has what sociologists call a "siege mentality," a view that they can never feel at ease because of a traitorous Irish minority forever committed to pushing Northern Ireland out of the United Kingdom and into the Irish Republic.
AREN'T THESE PROTESTANTS IRISH?
Ask them. The answer is a thunderous no, they're British. But this basic issue of identity continues to be questioned to this day ? even, most hurtfully, by fellow Britons in neighboring Britain.
ARE CATHOLICS RIGHT TO BE CONCERNED?
Absolutely. Orangemen provided the organizational muscle behind Northern Ireland's creation in 1921 shortly before the rest of Ireland won independence from Britain, binding together Protestants under one anti-Catholic banner determined to stop "Rome rule" from Dublin.
For its first half-century, Northern Ireland was an overtly Orange state with a Protestant-only government. They discriminated against Catholics in housing, jobs and voting power. The marches, given safe passage by a similarly Orange police force, underscored the Catholics' second-class status.
WHICH MEANS RIOTS, RIGHT?
Yep. It's no accident that Act I, Scene I of Northern Ireland's conflict in 1969 began with Catholic hostility to a march: the Apprentice Boys' main annual parade in Londonderry. Days of clashes between Catholic civilians and Protestant police forced Britain to deploy its army as peacekeepers ? a fateful decision that inspired the rise of the modern IRA and its aim to overthrow Northern Ireland.
HASN'T THE PEACE PROCESS IMPROVED THINGS?
Mostly yes. Also no.
Nearly two decades of peacemaking have transformed Northern Ireland almost beyond recognition from its blood-stained past. Paramilitary cease-fires by the IRA and outlawed Protestant gangs are underpinned by disarmament, troops have been withdrawn to barracks, Britain has promoted Catholic recruitment to create a balanced police force and a unity Protestant-Catholic government shares power with surprising harmony.
Almost. But the clock turns backward each "marching season" ? and increased rioting has been the norm for most summers since 1995.

WEST WARWICK, R.I. (AP) ? The owner of the site of a 2003 nightclub fire that killed 100 people is donating the land for a permanent memorial, bringing an end to a years-long effort to secure the site of The Station fire by families of those killed and survivors of the blaze.
Dan McKiernan, a lawyer for Ray Villanova, transferred ownership of the plot of land in West Warwick to the Station Fire Memorial Foundation on Friday, five months before the 10th anniversary of the blaze, which started when pyrotechnics for the rock band Great White set fire to flammable foam that lined the walls of the club.
A makeshift memorial consisting of homemade crosses, flowers, photos and other personal items cropped up on the site shortly after the fire and has been maintained there by family members of the dead ever since. The site was left open to the public, and a memorial service is held there annually the anniversary, Feb 20. While the foundation has a design for a permanent memorial and pledges from construction workers to build it, nothing could move forward until it secured rights to the land.
"This is a milestone that everyone has been working towards for the past nine years. We're fully cognizant of the enormity of this responsibility that we carry for so many people," Victoria Eagan, a fire survivor who serves on the foundation's board, told The Associated Press.
In 2006, three people were criminally convicted of 100 counts of involuntary manslaughter: club owners Jeffrey and Michael Derderian and Great White tour manager Daniel Biechele. The hundreds of survivors and relatives of those killed struck a $176 million deal in 2009 with several companies to settle lawsuits brought over the fire. With the civil and criminal prosecutions over, attention turned to building the memorial.
The announcement comes the week after Gov. Lincoln Chafee and House Speaker Gordon Fox said they were looking into the legalities of seizing the land by eminent domain. McKiernan told the AP the Villanova family had always wanted a "tasteful, somber and timeless memorial" at the site, and had been working on donating the land even as Chafee and Fox made their comments. The one condition of the transfer is that a suitable memorial be maintained at the site in perpetuity.
Over the years, McKiernan said Villanova tried to donate the land, including during the settlement of the lawsuit, but concerns were raised at that time that the transfer of the land might not be legal. He said they also had conversations with local and state officials over the years about transferring the land, which also did not pan out due to concerns about maintaining the land and other issues.
Villanova, his daughter and members of the foundation met Monday at McKiernan's office to hammer out terms of the deal in a meeting that foundation board president Gina Russo described as "emotional."
"It was important for us, but I think just as important for them to give back," said Russo, who was badly burned in the fire and whose fianc? was killed. "He needs to be able to trust that the right thing is going to be done. It will be a memorial. It will always be maintained. That was very important to him."
Eagan said that with the land secured, the foundation will now turn its attention to raising money. The foundation has raised more than $100,000 for a memorial, but Eagan said their hope is to raise $5 million over the next five years. She said that up until now, it has been difficult to aggressively raise money because the foundation did not own the land.
They will do everything from hold grassroots fundraisers to hit up "deeper pockets" and major corporations for money, she said.
"We know it's a lofty goal, but it is achievable," Eagan said.
She said the foundation aims to approve a final design by February. It will be scaled back slightly from a design that was approved a few years ago to make it simpler to maintain. She hopes to hold a groundbreaking on the memorial before the 10th anniversary.

The carving depicts a man, probably a?Buddhist god, perched with his legs tucked in, holding something in his left hand. On his chest is a Buddhist swastika, a symbol of luck that was later co-opted by the?Nazi party?of Germany.
"One can speculate whether the swastika symbol on the statue was a potential motivation to displace the 'iron man' meteorite artifact to Germany," the researchers wrote online Sept. 14 in the journal Meteoritics & Planetary Science.
Iron man adventure
The iron man first came to Germany after a 1938-1939 Tibet expedition by zoologist and ethnology Ernst Sch?fer, who was sent to the region by the Nazi party to find the roots of Aryan origin. The statue then passed into the hands of a private owner. [Fallen Stars: A Gallery of Famous Meteorites]
Stuttgart University researcher Elmar Bucher and his colleagues first analyzed the statue in 2007, when the owner allowed them to take five miniscule samples of it. In 2009, the team had the opportunity to take larger samples from the inside of the statue, which is less prone to contamination by weathering or human handling than the outside where the initial samples were taken.
They found that the statue is carved from a rare class of space rocks known as ataxite meteorites. These mostly iron meteorites have a high level of nickel. The largest-ever known meteorite, the Hoba meteorite of Namibia, is an ataxite meteorite that may weigh more than 60 tons.
It came from outer space
A chemical analysis of the iron man samples revealed they are a close match for a famous scattering of space rocks from the Siberia and Mongolian border. The Chinga meteorite field holds at least 250?meteorite fragments, most relatively small, though two topping 22 pounds (10 kg) have been found there. Scientists estimate the Chinga meteorite fell 10,000 to 20,000 years ago. The field's first discovery was recorded in 1913, but the statue's existence suggests people were mining the field for artistic materials long before that, Buchner said.
The identity of the carved man is unclear, but the researchers suspect he may be the?Buddhist god?Vaisravana, also known as Jambhala. Vaisravana is the god of wealth or war, and he is often portrayed holding a lemon (a symbol of wealth) or moneybag in his hand. The iron man holds an unidentified object in his hand. The statue is about 9.5 inches (24 cm) tall and weighs about 23 pounds (10.6 kg).
Many cultures used meteorite iron to make daggers and even jewelry, Buchner and his colleagues wrote, and meteorite worship is common among many ancient cultures. But the Buddha carving is unique.
"The Iron Man statue is the only known illustration of a human figure to be carved into a meteorite, which means we have nothing to compare it to when?assessing value," Buchner said in a statement. "Its origins alone may value it at $20,000; however, if our estimation of its age is correct and it is nearly a thousand years old it could be invaluable."

But in 1990, the younger generation ditched their bows and arrows for shotguns and semiautomatics, and the Enga experienced 20 years of runaway violence that claimed nearly 5,000 lives.
Now, research shows that clan elders have restored peace by using their traditional tribal court system. As a result of the state-sanctioned system, relatively few wars took place in 2010 and 2011, and the death toll per war has dropped dramatically. For example, from 2006 to 2010, 74 percent of wars ended after only one to five deaths, compared with 23 percent of wars from 1991 to 1995.
The results suggest complex societies don't always evolve from simpler societies that are much more violent, as some psychologists and anthropologists contend, researchers said.
"These simple face-to-face societies have very effective means of making peace," said study leader Polly Wiessner, an anthropologist at the University of Utah. "It's when societies coalesce and are driven into larger societies, when they become no longer face-to-face, that these peace mechanisms no longer work."
Escalating wars
There are currently 400,000 to 500,000 Engas. They're divided into 110 tribes, each of which has five to 10 clans. "The clans hold a piece of land and cooperate in exchange, warfare and marriage," Wiessner told LiveScience. [ Image Gallery: Faces of a Threatened Tribe ]
Despite the strong inter-clan ties, Enga history has been marked by occasional wars. These eruptions of violence typically lasted a few days to a few weeks, and served to re-establish power between groups, show a clan's strength or avenge some misdeed.
Around 1850, Enga leaders established a system of compensation to quash postwar violence. In a large, public ceremony, individuals handed over live pigs ? a major form of currency ? and other valuables to their enemies as compensation for deaths.
These "Tee" ceremonies helped form massive exchange networks between clans and tribes. "Part of war was to keep balance between clans so exchange could flow," Wiessner explained.
Papua New Guinea came under Australian colonial rule in the 1950s. Armed administrators kept the peace and disputes were settled in the court rather than on the battlefield. Many Enga traditions ended, including the Tee exchanges.
After gaining independence in 1975, the country established a dual court system. District courts mainly served business needs, while village courts handled local matters. Local leaders were elected as magistrates to preside over the village courts. In 1982, a branch of the village court called Operation Mekim Save (OMS) arose to specifically handle tribal wars.
At the time, battles were still fought with primitive weapons. "They could have had guns, but they didn't want to wipe each other out," Wiessner said. This changed in 1990 when hotheaded youths took power from the elders. They acquired guns from businessmen and hired skilled mercenaries to help in their wars, which could last for months. Tide turns
The soldiers were able to keep up their bloody battles for many years because the public supported them, both monetarily and ideologically. But eventually, around 2005, the public got tired of the bloodshed and the hardships felt with funding the wars.
"And so the people turned to the village courts," Wiessner said. "The fighters think they're saving their own group, but when the public said they don't want this, there wasn't much the youth could do."

Wiessner, who scoured data from pre-colonial warfare, 501 recent wars and 129 court sessions, says two other factors helped turn the tide toward peace: church influence (with its Christian ideology of peace) and an effective OMS court branch. In the past, OMS was slow to react when trouble sprang up. Now, magistrates are armed with cellphones and better vehicles. And their methods seem to work.
In 2011, OMS resolved 98 percent of its cases without fines or jail time. Many of the cases ended in compensation rituals seen in the past ? an exchange of pigs during a public ceremony. And just like in the past, the "restorative justice" of the tribal courts appears able to curb further clan hostilities, at least for the time being. "There are almost no wars now," Wiessner said.
The study was published Thursday in the journal Science.

Orioles lose to Blue Jays 9-5, split doubleheader
BALTIMORE (AP) ? J.P. Arencibia broke open a tight game with a seventh-inning grand slam, and the Toronto Blue Jays beat Baltimore 9-5 Monday night to earn a doubleheader split and drop the Orioles 1? games out of first place in the AL East.
In the opener, Adam Jones went 4 for 4 with a homer and two RBIs to lead Baltimore to a 4-1 victory. But the Orioles lost a half-game in the standings Monday to the New York Yankees, who won 6-3 at Minnesota.
The Orioles fell behind 4-0 in the nightcap and missed several bases-loaded chances to take the lead before Arencibia connected off Jake Arrieta to give Toronto a 9-4 cushion.
Edwin Encarnacion hit his 41st home run for the Blue Jays, who snapped a seven-game skid. Arencibia, who came into the game mired in a 2-for-36 slump, finished with three hits and five RBIs.
Ricky Romero (9-14) allowed four runs, eight hits, four walks and a homer in five-plus innings. But a strong performance by the Toronto bullpen enabled the left-hander to end a 13-game losing streak over 15 starts since June 22.
Encarnacion put the Blue Jays up 2-0 against Wei-Yin Chen (12-10) with a two-run drive in the first inning. In the second, Arencibia hit a sacrifice fly and Anthony Gose added an RBI single.
Robert Andino singled in two runs in the bottom half, but Baltimore left the bases loaded. Nate McLouth hit an opposite-field drive to left in the fifth to get Baltimore to 4-3, but the Orioles again left the bases full.
After Moises Sierra homered for Toronto in the sixth, the Orioles loaded the bases with no outs in their half, bringing many in the crowd of 31,015 to their feet. Brad Lincoln replaced Romero and gave up a first-pitch RBI single to J.J. Hardy before striking out Jones. Chris Davis followed with a fly ball to Gose in left field, and Taylor Teagarden was thrown out at the plate after tagging up.
Baltimore also loaded the bases with no outs in the ninth, but scored only once on a double-play grounder.
In the first game, Orioles rookie Steve Johnson (4-0) allowed three hits over five shutout innings to lower his ERA to 1.62. Half his big league wins have come against Toronto.
Although the Blue Jays got two runners on base in three of the first four innings, Johnson worked out of trouble on each occasion.
Jim Johnson, the fifth Baltimore pitcher, worked the ninth for his major league-best 48th save in 51 opportunities.
Jones' four hits tied a career high. Now in his seventh season, Jones has already set career highs with 32 homers and 101 runs, and the All-Star center fielder needs only three RBIs to eclipse his previous high of 83, set last year.
Jones added a single and a double in the nightcap and has hit safely in 19 of 23 games in September, with six home runs and 13 RBIs.
"Adam relishes competition," Orioles manager Buck Showalter said. "He's obviously had a heck of a year. He's turning into quite a player."
Henderson Alvarez (9-14) gave up four runs, eight hits and three walks in 5 2-3 innings. He is 2-7 in his last 10 starts.
In the fourth, Davis walked and Jones followed with a drive to left to put Baltimore up 2-0. Ryan Flaherty hit a solo shot in the fifth, and Jones singled in the sixth and came home on a double-play grounder.
Toronto scored in the eighth on an RBI double by Rajai Davis. With runners on second and third and two outs, Darren O'Day came in to strike out Kelly Johnson.

Because putting something on ice doesn?t necessarily keep it from changing: a new study finds that even in frigid, deep space environments, simple hydrocarbon molecules can react to become more complex ones. The process even works when temperatures drop to near absolute zero.
But just what kind of organic molecules would exist on the icy bodies of a forming solar system? Researchers at the Jet Propulsion Laboratory in Pasadena, California, investigated how organic molecules might evolve toward greater complexity even in the cold of interstellar space.
The scientists found that ultraviolet light, which radiates from stars and galaxies, can induce rapid changes in icy hydrocarbon molecules cooled to 5 kelvin?that?s a frosty minus 451 degrees Fahrenheit.
The chemical reactions resulted in molecules of more complexity?which is the right direction to go if you want to eventually make amino acids and biological molecules. Economic trend lines, for now, favoring Obama

WASHINGTON (AP) ? For the past year, as the presidential election unfolded, President Barack Obama confronted a dizzying swell of economic news ? hiring up, hiring down, a euro crisis abroad, seesawing gasoline prices at the pump, foreclosures dragging down home values.
Six weeks before the election, those highs and lows are merging into a straighter line which, while below optimum performance, is moving in a positive direction for the country and for the president in his contest with Republican rival Mitt Romney.
Consumer confidence is at its highest level since February. Home values are up and, more important in the election season, housing prices in 20 major cities, many of them in battleground states, rose in July. Despite recent declines, the stock market has been on an upswing, adding value to Americans' 401(k) retirement plans.
Improving consumer confidence is certainly a positive sign for Obama, who has faced a slow economic recovery and a stubbornly high unemployment rate that has remained above 8 percent since virtually the start of his presidency. The consumer confidence index, as measured by The Conference Board, jumped from 61.3 for August to 70.3 for September, though it remains well below 90, the level that is thought to signify a healthy economy.
The numbers track with recent public opinion polls showing that while a majority of Americans say the country is heading in the wrong direction, an increasing number say the country is on the right path. The rising optimism also coincides with polls showing Obama opening leads in some crucial swing states, including all-important Ohio.
If Obama's advantage holds through Election Day, September may be remembered as a pivotal month when political and economic attitudes began to gel.
A weak recovery still makes the economy vulnerable, and public opinion can still change during the critical month of October. Three debates next month between Obama and Romney have the potential of shaking up the race. And the stock market showed its fickleness Tuesday with its worst sell-off since June after a Federal Reserve official cast doubt on the effectiveness of the central bank's recent economy-boosting measures.
But with early voting already under way in some states and with a shrinking number of persuadable voters, Obama aides see a favorable political landscape despite Romney's focus on sluggish growth.
Obama advisers have long argued that despite the economy's weak performance, Obama's re-election hopes rested on a positive trend line. Indeed, Obama has been running an ad since the Democratic convention earlier this month that points to private sector job growth even as it acknowledges "we're not there yet."
"The economy is perceived in relative rather than absolute terms," said St. Louis University political scientist and pollster Ken Warren.
Romney aides argue that their bottom-line argument ? that the country cannot afford another four years of Obama ? remains a winning message that can still resonate with undecided voters.
While the confidence accrues to the president's benefit, consumer attitudes are more a reflection of their economic perceptions than they are of presidential approval. What's more, studies of the relationship between politics and consumer confidence show that falling confidence hurts a president's approval rating more than rising confidence helps.
If the president can benefit, pollsters say Democrats and Republicans seeking re-election in tough contests might also profit from improving economic indicators.
"It would help all incumbents because people are less angry," Warren said.
The rise in confidence comes as the Standard & Poor's/Case-Shiller index showed that national home prices rose 1.2 percent in July compared with a year ago, increasing home equity and, by extension, the perception of personal wealth.
"People pick up on that very quickly," said Rob Shapiro, an economist and former adviser to President Bill Clinton. "They're no longer getting poor every month. So people think, 'OK, we are on a better path, even if we're proceeding on it a lot more slowly than I expected or hoped.'"
Significantly, prices are rising in many large cities in swing states such as Florida, Colorado, Michigan and North Carolina. Prices have risen 3.6 percent in Tampa, Fla., in the past year, for example. And they're up 5.4 percent in Denver, 6.2 percent in Detroit and 2.2 percent in Charlotte, N.C.
Still, Obama is bucking trends. Unemployment stands at 8.1 percent, and no president has been re-elected with unemployment above 8 percent since the Great Depression. Despite improving public attitudes, an Associated Press-GfK poll this month found 52 percent of likely voters said the country was moving in the wrong direction.
"Going from absolutely horrible to really, really bad is not exactly an endorsement of an incumbent president's record," Republican pollster Whit Ayres said. "We're a long way from measures that show the American people have confidence in the direction of the economy."
Shapiro concedes that the politics are confounding. A Washington Post poll out Tuesday showed Obama leading Romney among likely voters in Ohio, 52 to 44 percent. The president also had a slight edge in Florida, 51 to 47 percent among those most likely to vote.
"We have a president who is leading in a very convincing way despite economic numbers that suggest that he should either be losing or just hanging on, and he's not just hanging on," Shapiro said.

In 2010 the New South Wales Mines Safety Advisory Council (MSAC) released its important Digging Deeper report, proving this industry sector is at the forefront of safety management innovation in Australia. ?This?month? MSAC provided an insight into ?world-leading? safety with its report ?Actions for World-leading Work Health and?Safety?to 2017?.
The report discusses five strategic areas for attention but of more interest is the?elements?that MSAC?believes?represents ?world-leading WHS?:
The elements in the diagram include, in no particular order:

- Authentic WHS Commitment
- Competence
- Genuine Consultation
- Production with Safety
- Fair & Just Implementation
- Effective, Fair Enforcement
- Clear Accountabilities
- Stakeholders share?problems?and collaborate
- Systems & Practice connect.
Most of these should not be new to WHS professionals but there are several words that immediately generate attention ? the adjective and qualifications to rudimentary safety elements or regulatory requirements.
?Authentic?WHS Commitment? for instance illustrates that there is commitment and then there is commitment. ?Commitment on?workplace?health and safety should never need the additional descriptor of ?authentic??and?clearly implies that past commitment has been half-hearted or lip-service. ?This implication is not directed at the mining industry but says that corporate commitments to WHS in the past have been less than solid. ?Companies who express commitment need to note that the quality of that commitment, the support and follow-through on promised actions or policies, is being assessed and, in some circumstances, has been wanting.
?Genuine Consultation?shows that the consultative requirements of OHS and labour laws have been circumvented. ?Those WHS regulators who have pushed for increased and improved WHS consultation need to acknowledge that trying to establish equitable dialogue on safety through various layers of the?organisational?structure has not been achieved.
This is a substantial observation in relation to the reliance on new WHS laws in Australia. ?These laws have been largely based on the?Victorian?OHS statutes that require consultation but if, over the last few years, consultation has been?ineffective, will the?misinterpretation?or misapplication of consultation be repeated in the new laws?
Of course the phrase may relate specifically to the previous NSW OHS laws as the?report?is from New?South?Wales but even there in 2010?consultation was a strong expectation of WorkCover.
?Production with Safety? indicates that production and safety are still seen as competing corporate priorities. ?This perception is a nonsense but at nonsense that is seen as a common sense by many. ?It is a shortsighted (mis)understanding of business costs, business risks and?legislative?WHS?obligations.? ?Workplace incidents often cause businesses, particularly small businesses to fail, because the cost of incidents is so high. ?This is part of the misunderstanding of the safety role in business as there is plenty of evidence that good?management?of safety cuts costs and risk.
The ?report also emphasises the need for fairness and justice in both the?implementation and?the enforcement of safety. ?The increasing emphasis on justice or a ?just culture? is intriguing?and?implementing?such a concept could have major positive repercussions for business but, at the moment, the concept remains too institutionally threatening to be little more than an academic concept.
The concepts in the wheel of the diagram are not new and are not ?world-leading?. ?They are simply the core elements of operating any business safely but this wheel from MSAC progresses?workplace?health and safety in Australia by acknowledging previous safety management concepts that have failed to live up to expectations or are still contested by the business culture. ?The report?s conclusion illustrates the weaknesses in the wheel:
?Stakeholders will need to recognise the need for work health and safety improvement in priority areas and commit to active participation in improvement strategies?.
Some would argue that sustainable safety changes usually result from workplace fatalities and serious injuries. ?The lack of fatalities can lull businesses, and workers, into a false sense of managerial security. ?The MSAC report is important but is?likely?to be ineffective in itself. ?Industries outside of mining will pay the report little attention. ?Organisations will struggle to ?recognise the need??without?the reality of failure.
The report is also thin on identifying why anyone should ?commit to active participation in improvement strategies?. ?It says that MSAC will?monitor?and report progress in the five strategic areas to the Minister and others but what if the industry stakeholders fail to achieve the strategy or to live up to the ?vision??
This report has great potential to generate?positive?change but it could also be an echo of the self-regulatory strategies that industry associations pedalled for several decades. ?These strategies are rarely supported by sanctions or penalties and as such have been seen as marketing exercises in the ?past. ?The MSAC report could be different but even the most effective ?positive duty? remains built with the reality of penalties. ?This is true for this strategy as?much?as it is for Australia?s National OHS Strategy. Advocacy without penalty is simply marketing.

No. 19 Louisville holds off North Carolina 39-34
LOUISVILLE, Ky. (AP) ? Teddy Bridgewater threw three first-half touchdowns and No. 19 Louisville scored on its first six possessions, and then had to hold off North Carolina with a late defensive stand to come away with a 39-34 victory on Saturday.
Bryn Renner settled down from a rough first half to rally the Tar Heels (1-2) from a 36-7 deficit with four second-half touchdowns, including a screen pass to Romar Morris for a 50-yard touchdown with 4:23 remaining.
North Carolina's Norkeithus Otis then forced Adrian Bushell to fumble the ensuing kickoff, and the Tar Heels recovered at the Cardinals' 10. But after moving to the 3, North Carolina was penalized for a false start. Two plays later Renner's fourth-down pass intended for Erik Highsmith was batted away in the end zone by Andrew Johnson with 1:44 left.
Bridgewater threw for 279 yards for the Cardinals (3-0), 218 in the first half. He finished 23 of 28.
Renner was 26-of-41 passing for 363 yards and five touchdowns with one interception.
"It was just a tale of two halves," Louisville Coach Charlie Strong said.
It marked a second consecutive close loss for North Carolina (1-2), which rallied from a 21-14 deficit to briefly lead at Wake Forest before ultimately falling 28-27. It was also the Tar Heels second straight game without star tailback Giovani Bernard. Receiver Jheranie Boyd also sat out.
At the start, North Carolina was out of sync and dug its hole with two first-half turnovers that Louisville quickly converted.
Right after Louisville marched 62 yards for its first touchdown and a 6-0 lead, Renner lofted a pass right at Louisville's Marcus Smith.
Bridgewater made it 12-0 on the next play, eluding the rush to find Charles Gaines wide open in the end zone on a post pattern.
After John Wallace's 22-yard field goal made it 15-0, Renner hit Morris for 15 yards, which would have left the Tar Heels with fourth down. But he fumbled after coming down with the ball, upheld on review, and was recovered by Adrian Bushell at North Carolina's 45.
Seven plays later Bridgewater hit Eli Rogers for a 15-yard score with the sophomore alone for the final 10. A rout was building at that point, and the Cardinals didn't let up.
Louisville went into sustained-drive mode, at least by its standards. The Cardinals went 84 yards but in just five plays, highlighted by Bridgewater's 36-yard crossing pass to Andrell Smith for first down at the Tar Heels' 44 and an 11-yarder to Scott Radcliffe.
Wright carried twice for the final 33 yards, capped by a 12-yard run. The next one went 10 plays and 69 yards, ending with Nick Heuser's 4-yard TD pass from Bridgewater.
North Carolina got on the board with Renner's 44-yard scoring pass to Morris, cutting the lead to 29-7. The junior also hit Eric Ebron for a 2-yard TD in the third quarter and Highsmith for a 9-yard score early in the fourth.

The other day in my home town there was a fatal shooting that stemmed from domestic violence. A woman who had been in a long-term abusive relationship decided she?d had enough and obtained a Protection Order against her boyfriend with whom she had two children with.
Her boyfriend reacted to the P.O. by going to the children?s? baby-sitter?s house, tying her up at gun-point, taking her phone?s batteries and the kids and left for his ex-girlfriend?s work place. When he gets there on of her co-workers sees him when she is in her car leaving, calls into the store to warn her co-workers and he shoots her point-blank in the head in her car. He then takes the kids and his gun goes into the business, holds his ex and three other employees hostage for a while then releases them and kills himself.
So what?s my point here? It took this abused woman long enough to have two kids before she decided she had had enough; perhaps he just started the beatings- seems unlikely. When you forgive an abuser the first time you set precedence. So you don?t only put yourself at risk, but also your family (if he doesn?t cut you off from them before that), your children (and they face a huge variety of risks when they come into this sort of relationship), you friends (again, if you have any) and your co-workers (thank you from all co-workers of women with Battered Woman?s Syndrome- especially from all those who were shot and killed because of your inability to handle your own relationships). So your decision to tolerate the beatings and the beater is a selfish and very dangerous one. Abuser have been known to kill their own children just to insure the other won?t get them.
I understand that once you start listening to him and believing you are worthless it becomes almost impossible to break free. ALMOST. It will be one of the hardest things- if not THE hardest things you?ll ever have to do. To come through the other side, to be strong and confident will be worth it, believe me. In any relationship if any violent behavior surfaces, get out NOW- the longer you wait the more dangerous it will be.
