Analysis: Some investors open to higher tax to trim deficit

NEW YORK, Oct. 22, 2012 (Reuters) ? Nobody likes taxes, and much of Wall Street has poured money into Mitt Romney campaign coffers to avoid paying higher ones.

Yet a surprising number of top money managers say they are willing to pay modestly higher rates. They reason that revenue-raising measures are an essential complement to the spending cuts they say are needed to curb the massive U.S. budget deficit.

"It's kind of like taking a distasteful medicine. On the way down, it may not be pleasant," said Ron Florance, who helps manage assets worth $169 billion at Wells Fargo Private Bank. "But in the end, it contributes to longer-term health, and that's what we're looking for at this point."

In recent weeks, Goldman Sachs CEO Lloyd Blankfein and JPMorgan's Jamie Dimon became the latest Wall Street heavyweights to say they would be willing to pay more in exchange for a deal to balance the country's books.

Conventional wisdom in the world of finance and investing says higher taxes, particularly in today's fragile economic climate, would stifle wealth creation, suppress hiring and condemn the economy to an extended stretch of slow growth.

Hedge fund managers like Lee Cooperman and private equity heads such as Stephen Schwarzman have been especially vocal critics of President Barack Obama, accusing him of inciting class warfare. Obama wants to let Bush-era tax cuts on income, capital gains and dividends expire for households earning more than $250,000.

Romney advocates cutting taxes by 20 percent and broadening the tax base by closing loopholes, though he's offered few details. The financial services industry had contributed some $16 million to Romney through October, compared with $4 million for Obama, according to the nonprofit Center for Responsive Politics.

Yet many who manage money for investors with at least $1 million in assets said in recent conversations they do not believe a modest rise in taxes on high-income earners would upend the economy, markets or individual portfolios.

"It only really impacts the higher income taxpayer," said Joseph Balestrino, who helps oversee $360 billion in assets at Federated Investment Management. "They won't like it, but they're not going to be worried about putting food on the table, and I don't think it will significantly alter their spending patterns."

Some said raising taxes might even be a much-needed first step toward deficit reduction. Congress has been too bitterly divided to compromise on a long-term fiscal repair plan.

"My belief is the positive benefits of dealing with the long-term deficit problem would well outweigh any negative consequences of higher taxes," said Jim McDonald, chief investment strategist at Northern Trust, which runs assets worth $704 billion.

SIMPLE MATH

The U.S. deficit in 2012 will top $1 trillion for a fourth straight year, pushing the national debt past $16 trillion. While the United States currently borrows at record low interest rates, investors worry this will change.

"We must stabilize, then reduce the national debt, or we could spend $1 trillion a year in interest alone by 2020," warned the authors of a 2010 Congressional committee's deficit-reduction plan known as Simpson-Bowles. Neither Obama nor Romney has embraced the plan in its entirety.

The issue will come to a head even before the winner of the November 6 election is sworn in. In January, $500 billion of Bush-era tax cuts for all earners will expire and about $100 billion of automatic spending cuts will kick in.

Markets expect Congress will avoid letting all of this happen at once for fear it would plunge a fragile economy back into recession. But many say they want lawmakers to draft a long-term plan to reduce the deficit gradually over time.

"It has to be a balancing act," Balestrino said. "You're not going to just cut taxes like Romney wants to do or just increase spending like Obama seems to want to do."

Most investors agree long-term deficit reduction would require painful spending cuts, including for programs such as Social Security and Medicare struggling to keep up with an aging population.

But many also say taxes should be on the table too, especially for top earners whose effective tax rates are at the lowest level in decades.

According to the nonpartisan Tax Policy Center, federal tax revenue in 2010 fell to levels not seen since shortly after World War II, the result of slow growth and the sweeping but temporary tax cuts passed when George W. Bush was president.

"Simple math says the U.S. government will have to increase revenues to make a dent in the deficit," strategists at BlackRock, a giant in the U.S. investment world with $3.68 trillion in assets, said in a recent note to clients.

Bill Stone, who helps manage $110 billion as chief investment strategist at PNC Wealth Management, said the debt crises in Greece and other European countries have opened some of his clients' eyes to the danger of unchecked deficits.

"I get the sense that people think there should be some degree of shared sacrifice to close the fiscal gap," he said

Mark Lamkin, head of Louisville, Kentucky-based Lamkin Wealth Management, said most of his clients -- small business owners and retirees with up to $5 million in investable assets -- would accept higher rates, too, even though he says the majority intend to vote for Romney over Obama on November 6.

"From an investment standpoint, you always hate to see higher taxes. I'm a low-tax guy but I would be happy with a modest tax increase in exchange for cuts in spending and a move toward fiscal sanity," he said.

Obama claims letting Bush-era tax cuts for the wealthy expire would raise $850 billion over 10 years. Top marginal income tax rates would rise to 39.6 percent and 36 percent, where they stood under Bill Clinton, from 35 and 33 percent. Capital gains taxes would rise to 20 percent from 15 percent for the top two income brackets.

DEALING WITH DIVIDENDS

One ticklish area involves taxes on dividends, which would revert from 15 percent to at least 40 percent if the Bush tax cuts expire.

Andy Busch, global currency and public policy strategist at BMO Capital Markets, said that would be "highly disruptive" for the stock market at a time when record low interest rates have driven investors toward dividend stocks to generate return.

Higher dividend taxes were less disruptive in the 1990s, he said, when higher interest rates and a strong economy made growth stocks more attractive.

Wells Fargo's Florance said such a large jump would "change the way companies reward investors who have put faith in those companies. It's a big deal."

But some investors said record-low bond yields will keep dividends in vogue even at higher tax rates. And many said they expect a compromise that pushes the rate up to 20 to 25 percent rather than 40 percent.

That would keep dividend-paying stocks "attractive to those in the highest income brackets," BlackRock strategists said.

Jeffrey Gundlach, chief executive officer at DoubleLine Capital, which oversees $41 billion, said he expects taxes to rise but adds the focus on what rate the rich pay is too narrow and by itself would do very little to reduce the deficit.

A more credible approach, he said, would also include painful benefit cuts and overhauling a tax code filled with more than 100 credits and deductions. Some, such as those for mortgage interest and charitable donations, are very popular.

"People are attracted to the idea of a more just code without so many tax breaks, but of course, it's only attractive until you learn your breaks are the ones getting discontinued," PNC's Stone said.

Both Obama and Romney say they support an overhaul but have been vague about the crucial details.

Gundlach also said lawmakers should at least consider raising corporate taxes.

Obama and Romney want to cut corporate taxes, which the Tax Policy Center said accounted for 1.3 percent of gross domestic product in 2010, down from 5 percent to 6 percent in 1950.

"I'm not necessarily advocating we do this, but let's at least talk honestly about what the situation is," Gundlach said.

Letter: ?I urge DuPont voters to reject Proposition 1? | The ...

DuPont mayor and city council will choose a building over the citizens??public safety services contained within that building. This truth is at the core of DuPont Proposition 1, a ballot measure that seeks a levy lid lift that will increase the city?s property tax collections by 84% annually.

Last February, Mayor Michael Grayum stated in a memo to the newly formed Community Finance Committee that ?Not paying on the Civic Center is not an option.??That mandate was reaffirmed in a recent editorial by DuPont Councilman Mike Courts stating ?The civic center decision cannot be undone, and the debt payments will be made.??(TNT 10/4/2012) If there was any doubt that the Civic Center was more important than police and fire protection for its citizens, look no further than the 2013 city budget that threatens lay-off four firemen and a police officer if the levy fails.

In 2007 DuPont chose to eschew the obvious, bonding the capital facilities project, in favor of a financing plan that bypassed the voters altogether. DuPont issued Certificates of Participation, a ?nontraditional financing partnership with a private developer?? (TNT-7/23/2007), laying a shaky foundation supported by Real Estate Excise Tax (REET).

How realistic was it to leverage REET dollars to finance such a project for 30 years? Simple math check: DuPont collects 0.5% of every real estate transaction. To make the annual $1.27 million lease payment, the city would need to sell nearly 847 houses a year with an average selling price of $300,000. That would be a turnover of more than 1/3 of the city?s total housing units every year until 2039. Even factoring in REET from commercial real estate, it would barely make a dent in the home sales requirements.

DuPont Proposition 1 transfers the cost of the Civic Center into the general fund where it will remain the only untouchable budget item. Untouchable regardless of the future economic climate and growth needs of a city with a finite amount of available commercial land and without an economic development plan.

DuPont citizens have a right to know how we got to insolvency regarding Civic Center debt, why we stand to lose public safety, and what assurances the citizens will have that such mistakes will not continue.

DuPont Proposition 1 bundles the cost of three SAFER grant firemen to the Civic Center debt to create a ballot proposition that cynically amplifies the outcome of the citizens??vote. DuPont city council knew as early as 2010 that they did not have the revenue to retain the SAFER grant firemen, but since that time they have done nothing to secure funding for these positions.

The DuPont Proposition 1 ballot does not contain binding language that will retain the firemen, just more generalized assurances from the very people who put citizens in this position in the first place. The only thing assured with the passage of this tax increase is that the out of town investors will continue to receive their 6.11% rate of return. A return guaranteed until 2019. Maybe the latter point is why you do not see a photograph of the Civic Center on the recent pro-investor bailout direct mail from the levy supporters. It is curious that the very reason there is a ballot proposition in this election doesn?t merit a significant mention; after all, nearly three-quarters of monies collected annually from the levy will be earmarked for a building, not safety.

DuPont citizens do not deserve the consistent invective coming from members of city council directed at property owners and those not supporting their past failed decisions or current misguided proposals. DuPont citizens don?t want someone else to pay their way, nor should citizens have to endure threats to cut services they already paid for in past approved ballots. Merriam-Webster defines that as extortion.

It is time for the DuPont mayor and council to stop holding public safety hostage by tying this complicated financing to our general fund for potentially the next 27 years. DuPont citizens deserve a solution that prioritizes public safety and embraces a more traditional approach to funding capital improvements.

There is a window of opportunity for DuPont to negotiate new terms on this debt and then to proceed in a manner that prevents continual service crises created by adding massive, long term debt to our general fund. The solution will not be easy, but solutions to fix catastrophic failures seldom are a simple matter. The city also should segregate any capital expenditures from staffing requirements; placing public safety matters into a separate ballot proposition so that the voter can choose the service levels they desire.

The city of DuPont?s plan for ?moving forward?? is to place its taxpayers on a treadmill of debt service.

I urge DuPont voters to reject Proposition 1.

(AP) ? Security guards stopped a knife-wielding man on Monday from approaching Finland's prime minister while he was campaigning for municipal elections, government officials said.

"The man was stopped before he reached the prime minister. He didn't have time to stab him," Kari Mokko, a government spokesman told The Associated Press.

The incident occurred in the southwestern city of Turku, where Prime Minister Jyrki Katainen was campaigning ahead of Sunday's municipal elections.

Mokko could not give any details on the suspect. He said the prime minister was not hurt.

Robert Seger, a Finnish newspaper photographer who witnessed the incident, said the man dropped to his knees in front of Katainen, holding a knife, but didn't attack him.

"He was trying to get Katainen's attention," Seger said.

The government's security chief Timo Harkonen told Finnish broadcaster YLE that the prime minister's security contingent "prevented it from becoming a dangerous situation."

Finnish news agency STT said police apprehended the man, who was behaving in a confused manner.

Dog-owners storm pet shop after secret film shows pets being ...

POLICE had to break up a crowd of angry dog owners after images of their beloved animals being tortured in a pet shop were broadcast on TV.

The secretly-recorded footage shows a shop worker, identified as the son of the store owner, repeatedly punching and slapping the dogs as he baths them.

The images have caused outrage after being shown on telly in Brazil - where angry dog-owners reacted by trying to smash their way into the store.

The Quatro Patas pet shop offered a wash and grooming service for dogs in Rio de Janeiro. Many clients told how they would take their beloved dogs there for a pampering session every week because they believed staff at the store treated their pets so well.

The owner's son, named locally as Daniel Barroso, 20, was also seen hitting the animals over the head with objects, violently banging their heads against the wall and tying up their feet and snout before forcing water down their noses.

The video was shot by an anonymous ?witness? who claims she became outraged by the daily torture of pets in the establishment.

She told Brazil?s RJTV: ?The aggression and mistreatment was constant and the animals cried with pain. Some left the room injured and traumatised by the beatings.?

In one of the most shocking scenes, a black labrador called Thor, known for being gentle, receives punches and blows for the duration of his bath.

Barroso is seen striking the five-year-old dog with a bottle of shampoo and knocking his head against the wall, even though he never reacts to the aggression.

After seeing the video, the dog?s owner, Vera Fernandes, said: ?I?m absolutely horrified. I took him there every week, it was his treat. I never imagined something like this could ever have happened there.?

The owner of a mongrel called Pink, which is seen being thrown into the bath and having water forced into its muzzle, cried as she said: ?I can?t bear to see it. I never suspected anything. The owner of the shop seemed like a lovely woman. I want justice for my dog and I?ll be taking them to court.?

Police were called yesterday afternoon to the city?s northern district of Engenho de Dentro after enraged owners of other dogs seen being maltreated in the video tried to smash the store?s windows.

The shop?s owner, Solange Barroso, insisted she had no idea about the abuse, even though she is seen at some points in the video.

She said: ?They are things that happen in one moment which I didn?t have knowledge of. That?s all I can say. I want to say a thousand sorrys because, really, I have nothing else to say.?

Authorities in Rio de Janeiro confirmed today that they have temporarily suspended the pet shop?s licence.

A police spokesman said an investigation has been opened into the abuse claims. If convicted Daniel Barroso could received a six-month jail sentence.

There will be?no starter capable of dominating more in the World Series than Justin Verlander.

For a team that finished with the seventh-best regular-season record in the American League, it didn't take long for the Detroit Tigers to storm their way through two playoff series to their first pennant since 2006.

The Tigers never even trailed at any point in the ALCS, marking only the fifth time that's happened in a postseason sweep. And as the domination unfolded, the Tigers' potential problems and pitfalls seemed to melt away ? helped along, of course, by the New York Yankees' internal combustion:

  • Could they take advantage of the luck of the draw? Check. We're talking about the No. 3 seed here. That seventh-best record of 88-74 set up the Tigers to host the AL West-champion Oakland A's for the first two games of the LDS? a one-year-only aberration due to commissioner Bud Selig forcing the new playoff format into effect even though previous scheduling commitments wouldn't allow for two LDS off-days.

Sure enough, the Tigers grabbed control of the series by winning the first two at Comerica Park before needing Justin Verlander to dominate Game 5 in Oakland.

  • Offense? Check. Specifically, support for Austin Jackson, Miguel Cabrera and Prince Fielder. Without it, run production sputtered at times in the regular season. But how about these numbers from the supporting cast:

Delmon Young was the ALCS MVP with two homers, five RBI including four game-winners and 11 total bases. He drove in one less run than the Yankees scored. With a two-homer, three-RBI performance in ALCS Game 4, Jhonny Peralta raised his postseason batting average to .343.

And we could very well be witnessing the breakout of the next Tigers' star in 21-year-old Avasail Garcia, who has four RBI with his six post-season hits.

  • Starting pitching? Check-plus. The numbers are all you need: Nine postseason games (all quality starts), 62 innings pitched, seven earned runs, 1.02 ERA, 76 strikeouts. In the ALCS, Verlander, Max Scherzer, Doug Fister and Anibal Sanchez combined to allow only two earned runs in 27.1 innings.

"We're going to have to talk about those two earned runs,'' manager Jim Leyland joked afterward. "At end of day, they pitched unbelievable.''

Any question about Scherzer's sore shoulder that limited his innings down the stretch have been erased. And whether it's the Cardinals or Giants ? both of whom have rotation issues ? there's no starter left capable of dominating more than Verlander.

Defense? Check: As range-challenged as so many of the Tigers' defenders are, they're catching what they get to. Cabrera hasn't made an error in more than a month. Peralta is playing his best defense lately in a season in which he committed only seven errors. The team's total of four errors wasn't costly.

  • So that leaves the bullpen. And even here, the ALCS only brought positive developments that could carry into the World Series.

Rookie left-handed starter Drew Smyly closing out a 12-inning Game 1 victory with two scoreless innings? Phil Coke entering the series as an unreliable situational left-hander, and coming out with three saves? These were not expected outcomes. Smyly's regular-season opponents' OPS was 88 points lower against left-handed hitters (.671) than right-handed hitters (.759). So he's capable of succeeding in late-inning situations against left-handed hitters, as well as multi-inning relief appearances.

Coke was terrible against right-handed hitting in the regular season ? .396 batting average, .446 on-base, .604 slugging for a 1.050 OPS. So he's best-suited to work primarily against left-handed hitters, and it's possible he will fall back into that role in the World Series, especially if the Cardinals advance, as their 3-6 hitters all are right-handed.

The Cardinals know all about journeyman right-hander Octavio Dotel, since he was a key contributor in their bullpen last post-season. His repertoire is slider-dominant, which helps explain his success against right-handed hitters ? .197 batting average, .217 on-base, .307 slugging for a .523 OPS.

And five off days until World Series Game 1 also could allow Jose Valverde to make a mechanical and/or mental adjustment. Since the postseason began, he's been an obvious liability, but a majority of the damage has been done by left-handed hitters. In fact, his regular-season splits are wide:

Vs. left-handed hitters: .257 BA/.337 OBP/.417; Slugging/.754 OPS

Vs. right-handed hitters: .193 BA/.270 OBP/.246; Slugging/.515 OPS

So at the very least, Valverde should be able to have success against right-handed hitters ? and the Tigers could need that against St. Louis, or the Buster Posey/Hunter Pence No. 4-5 combination if the Giants advance.

And the funny thing is ? especially when you're talking about a closer ? there has been little correlation between the Tigers' won-loss record and Valverde's performance.

When the Tigers won eight of their last 10 to pass the Chicago White Sox and win the AL Central, Valverde pitched five scoreless innings and earned four saves.

But in a 7-2 postseason, Valverde has the ugly line of 2.1 IP, 7 hits, 7 runs, a loss and a blown save.

JBS USA says to manage XL Foods' tainted Canadian beef plant

(Reuters) - JBS USA said it signed an agreement with privately held beef processor XL Foods to manage one of its Canadian operations, which has been idle since September 27 over E. coli contamination.

Under the terms of the agreement, JBS USA, a subsidiary of Brazil-based JBS S.A , also has an option to purchase the Canadian and U.S. operations of XL Foods for $50 million in cash and $50 million in JBS S.A shares.

Last month, the United States halted imports of beef products from XL Foods' Lakeside plant in Brooks, Alberta, due to findings of E. coli bacteria, which can cause potentially life-threatening illness.

JBS USA said it will manage the XL plant in Brooks and will not assume debt or liabilities of XL Foods, one of the largest beef producers in Canada.

XL Foods, responsible for one of the biggest beef recalls in Canadian history, said on Sunday it was recalling 800 workers at the plant just a day after a mass layoff of 2,000 had jeopardized an effort to resume production.

Regarding the JBS USA agreement, Brian Nilsson, co-CEO of XL Foods, said in a statement: "This action is another positive step to relicensing the XL Lakeside beef plant in Brooks, Alberta."

Cuba releases first Castro letter since July

HAVANA (AP) ? The Cuban government-run newspaper Granma has published a letter signed by Fidel Castro, the first by the 86-year-old former president to be made public since July.

The letter, dated Wednesday, comes in the wake of rumors this month that prompted Castro's relatives to deny that his health had worsened.

Castro has not been seen in public since video images showed him greeting a visiting Pope Benedict XVI in late March, and the last of his essays known as "Reflections" was published June 19.

The letter, which appeared in Granma's online version Thursday, congratulates a Cuban medical institute on its 50th anniversary.

Castro, whose revolution seized Cuba in 1959, left office in 2006 due to a life-threatening intestinal condition. His younger brother Raul now serves as president.

Clinton says U.S. must embrace Arab Spring despite dangers

WASHINGTON (Reuters) - The United States must look past the violence and extremism that has erupted after the "Arab Spring" revolutions and boost support for the region's young democracies to forge long-term security, Secretary of State Hillary Clinton said on Friday.

Clinton, seeking to reinforce the Obama administration's Middle East policy following a wave of anti-American violence and last month's deadly attack on the U.S. mission in Benghazi, Libya, said Washington cannot be deterred by "the violent acts of a small number of extremists."

"We recognize that these transitions are not America's to manage, and certainly not ours to win or lose," Clinton said in a speech to the Center for Strategic and International Studies, a Washington think tank.

"But we have to stand with those who are working every day to strengthen democratic institutions, defend universal rights, and drive inclusive economic growth. That will produce more capable partners and more durable security over the long term."

Middle East unrest has become fodder for the U.S. presidential campaign, where Republican candidate Mitt Romney has sought to portray President Barack Obama as an ineffectual leader who has left the United States vulnerable at a time of international crisis.

Romney and other Republicans have focused on the September 11 Benghazi attack, which killed Ambassador Chris Stevens and three other Americans, accusing the Obama administration of security and intelligence lapses in what officials now describe as a terrorist attack.

Clinton noted that the Benghazi incident was the subject of an official probe and vowed the United States would track down those responsible for the attack.

But she stressed that U.S. diplomats must engage with an uncertain and dangerous world if they are to promote and protect U.S. interests. "We will never prevent every act of violence or terrorism, or achieve perfect security. Our people cannot live in bunkers and do their jobs," she said.

'UNDIMMED PROMISE?'

Clinton acknowledged that political turmoil in Libya and Yemen, the rise of Islamist parties to power in Egypt and Tunisia and the expanding crisis in Syria were all tests for U.S. leadership - but said more engagement, not less, was the only way forward.

"For the United States, supporting democratic transitions is not a matter of idealism. It is a strategic necessity," she said.

And she pointed to the "undimmed promise of the Arab Spring" in the backlash against extremist groups in Libya and Tunisia, saying that in many cases newly empowered Arab societies were standing up for peaceful, pluralistic democratic principles.

Clinton pointed to the challenge in Egypt, where on Friday liberals and Islamists clashed in the first street violence since Islamist President Mohamed Mursi took power in June, injuring more than 100 people.

"We stand with the Egyptian people in their quest for universal freedoms and protections," Clinton said. "Egypt's international standing does depend both on peaceful relations with its neighbors and also on the choices it makes at home and whether or not it fulfills its own promises to its own people."

The Obama administration has earmarked some $1 billion in assistance for countries emerging from the Arab Spring revolutions, and has asked Congress for a separate $770 million fund tied to specific political and economic reforms.

But Republican lawmakers remain wary, citing political uncertainties in the region and the need for careful accounting in an era of fast-rising budget deficits.

Clinton urged the lawmakers to release the money, citing U.S.-sponsored programs and security partnerships she said could both reinforce democratic gains and increase pressure on extremist groups.

"We have, as always, to be clear-eyed about the threat of violent extremism. A year of democratic transition was never going to drain away reservoirs of radicalism built up through decades of dictatorship," she said.

I live near the University so it should come as no surprise that I am surrounded by liberal elites. Of great interest is an Obama yard sign that just went up, put there by a retired professor.

Why is this particular sign so interesting? The professor taught economics and finance, not only finance, but personal finance. He is the author of the seminal text on this subject.

So, professor, let me ask you a few questions.

1. Would you teach your students that running up trillions of dollars in debt is fiscally responsible?

2. Would you advocate that economic policies that caused millions unable to find work is a sign of growth?

3. How about the fact that one out of every six Americans lives in poverty and more than 48 million are currently on welfare? Where from your economic background does this represent a vibrant and growing economy?

4. What about 46 straight months of 8% plus unemployment not including millions who have given up looking for work and are no longer considered unemployed?? Is this a sign of a vibrant and growing economy?

5. Instead of demonizing success, which is an important precept of economic theory, why not provide more incentives like less regulation and confiscatory corporate taxes in order to spur job growth?

6. Why don?t you explain why economic stimulus in the form of handing billions of dollars to unions and shady green projects does not work to add growth but only benefits a few interest groups while adding to the already enormous deficit?

7. Finally, explain in easy to understand terms why creating billions of dollars in new taxes without stemming spending is sound fiscal policy? Would you give a student a passing grade if they took out multiple charge accounts, charged each to their limits and then paid so little on the balance that any payment would just barely cover the interest? Is that a wise way to spend money?

Then why, professor, are you supporting a president that is taking this country toward bankruptcy, something you would probably never advocate as a sound personal finance strategy?

You are willing to be intellectually bankrupt in order to maintain your status as an academic elite, supporting policies you know are wrong for the sake of ideology.

The hypocrisy is stunning!

Escalating tensions with Russia,?Turkey?defended its forced landing of a Syrian passenger jet en route from Moscow to Damascus, saying Thursday it was carrying Russian ammunition and military equipment destined for the Syrian Defense Ministry.

Syria branded the incident piracy and Russia called the search illegal, saying it endangered the lives of Russian citizens aboard the plane.

The accusation by Turkish Prime Minister Recep Tayyip Erdogan contradicted denials by both Russia and Syria that anything illegal had been aboard the Airbus A320 that was intercepted over Turkish airspace late Wednesday.

"Equipment and ammunitions that were being sent from a Russian agency ... to the Syrian Defense Ministry," were confiscated from the jetliner, Erdogan told reporters in Ankara. "Their examination is continuing and the necessary (action) will follow."

He did not provide details, but Turkish media said the seized cargo included missile parts as well as radio receivers, antennas and other military communications equipment.

"As you know, defense industry equipment or weapons, ammunitions ... cannot be carried on passenger planes," Erdogan said. "It is against international rules for such things to pass through our air space."

Erdogan refused to say how ? or from whom ??Turkey?had learned that the twice-weekly scheduled flight would be used to transport military gear to Syria.

"As you will appreciate, those who gave the tip, which establishments, these things cannot be disclosed," he said.

The United States said it backed?Turkey's?decision to intercept the plane.

"Any transfer of any military equipment to the Syrian regime at this time is very concerning, and we look forward to hearing more from the Turkish side when they get to the bottom of what they found," said State Department spokeswoman Victoria Nuland.

She declined to comment on Turkish reports that the intelligence on the plane's contents had come from the United States. The plane was allowed to continue to Damascus after several hours, without the cargo.

Turkish-Syrian relations have plummeted over the conflict in Syria, which has expanded into a civil war that threatens the stability of the Middle East. Syrian opposition activists estimate more than 32,000 people have been killed since March 2011, when the uprising against President Bashar Assad's regime began.

Turkey?has called for Assad to step down, while Damascus accuses?Turkey?of supporting the rebels. The two neighbors have traded artillery fire over Syria's northern border throughout the past week.

Hours before Erdogan's statement, Russian Ambassador Vladimir Ivanovsky held talks with Turkish officials at the Foreign Ministry.

In Moscow, Russian Foreign Ministry spokesman Alexander Lukashevich said the Kremlin was concerned that the lives and safety of the 35 passengers, including 17 Russian citizens, had been endangered.

"The Russian side continues to insist on an explanation for the Turkish authorities' actions toward Russian citizens and on the adoption of measures to avoid such incidents in the future," Lukashevich said in a statement.

Turkey's?Foreign Ministry said the pilot of the Syrian Air jetliner had been warned of?Turkey's?intention to ground it as he approached from the Black Sea and he was given the opportunity to turn back, but declined.

A lot has changed in the three years since I became the first governor in the country to sign legislation allowing same-sex couples to marry.But one thing is as true today as it was then: Civil unions and domestic partnerships are not the same as marriage.

Opponents of allowing same-sex couples to marry say that domestic partnerships are enough, and if current law is inadequate, then it can be fixed. But that?s not their intent. At each step of the way, they have opposed domestic partnerships and civil unions.

Current law regarding domestic partnerships for gay and lesbian couples falls short of making sure all are treated fairly. The only remedy is to allow all loving, committed couples to receive a marriage license. Before 2009, I thought that civil unions were enough. I was concerned about the implications of changing the law to allow same-sex couples to marry.

I?m Catholic, my faith plays an important role in my life and it had left me conflicted and torn.

I followed the debate three years ago closely, and I talked to hundreds of people. Each night, I carried home letters I received at my office and read the arguments for and against.

I called people on both sides of the debate and I talked to them. I wanted to hear what they had to say.

And I?m proud to say that those types of conversations have continued. The Mainers United for Marriage campaign has had more than 200,000 one-on-one conversations with people about why marriage matters.

You can see in the polls and the personal stories that people tell ? folks are changing their minds.

The idea of allowing same-sex couples to marry is an emotional issue that touches on some of our most important values: freedom of speech, of religion and the pursuit of happiness.

And there are good people ? solid in their faith, kind in their heart ? on both sides of the debate.

We are all on our own path in our consideration of how we recognize the very real relationships of our gay and lesbian friends and family.

For me, it was a journey to acceptance as my understanding of the law and its impact on families changed.

I opposed same-sex marriage. I thought civil unions were enough. But I came to realize that a civil union or a domestic partnership is not equal to marriage.

For me, it was a question of fairness and equal protection under the law. Maine?s Constitution is clear that ?no person shall be deprived of life, liberty or property without due process of law, nor be denied the equal protection of the laws, nor be denied the enjoyment of that person?s civil rights or be discriminated against.?

Finding the person that you love and making the decision to build a steady, stable and committed life together has been the foundation of my life.

And I believe that the same opportunity should be given to same-sex couples who share a desire to build a life, through the good times and the bad, together.

Growing up, no one dreams of the perfect civil union or finding the right person to enter into a legal, binding contract with. They dream of a wedding, and the beginning of a life together that it represents.

I know that there are some members of the religious community and my own Catholic faith who do not support same-sex marriage. Some of them may one day change their minds, while others won?t.

The citizens? initiative guarantees that no member of the clergy, no church, no religious denomination and no religious institution will ever be required to host or perform a wedding that falls outside of their tradition. It respects personal opinion and personal liberty.

That protection for religious freedom is important to me, and it?s important to the people who brought this question to voters.

Three years ago, I knew that, ultimately, expanding marriage to include same-sex voters would require the support of Maine?s final decision makers ? the voters of our state.

More than 105,000 people signed the petition to put a marriage initiative on the ballot. And on Nov. 6, voters will have their say.

I believe that allowing same-sex couples to receive a marriage license is the right thing, and it is my hope that voters in Maine will agree.

(AP) ? Sarah Brightman's voice, beloved by audiences and renowned for its three-octave range, rocketed to fame more than two decades ago as the heroine of "The Phantom of the Opera." Now the world's biggest-selling soprano is heading to outer space.

On Wednesday, Brightman told a news conference in Moscow that she has booked a trip to the International Space Station. Brightman, who had a hit in 1978 with "I Lost My Heart to a Starship Trooper" and has sold more than 30 million records, will become the first recording artist in space.

The British singer said that after touring the world in 2013 for her new album, Dreamchaser, she will spend six months in Russia's Star City cosmonaut training center.

"I think of myself not just as a dreamer, but as a dream chaser," she said.

Brightman, a UNESCO ambassador, said the trip would also serve as a way to promote the U.N. agency's message, by encouraging women's education in the sciences and environmental awareness. She hinted at the possibility of doing a promotional "space concert."

She wouldn't give a precise time for her mission, but Alexei Krasnov, the head of manned programs at the Russian space agency Roscosmos, said she would likely make it in the fall of 2015.

Krasnov said the price tag for the flight was in "tens of millions of dollars," but refused to name a precise figure.

Brightman teamed up with the private company Space Adventures, which organizes trips for private space explorers. When questioned about the expense of the journey, Eric Anderson, co-founder and chairman of Space Adventures, wouldn't give a figure but joked that "it's a round-trip flight."

Previous flights have cost the adventurous travellers over $20 million each, according to several of the participants.

The cost should be of little concern for Brightman, who has grossed millions of dollars from her tours and albums. Brightman, ex-wife of Broadway playwright Andrew Lloyd Webber, said in a 2008 interview with the Guardian that she had offered to return the money she won in their divorce settlement, worth 6 million pounds.

Brightman will be the eighth private space explorer to take such a journey. Most other participants lacked Brightman's fame.

"I think she is a natural candidate," Anderson said, "somebody whose entire career revolves around inspiring people and communicating messages and really inspiring emotion. ... When they come back they can really share that experience with a much broader set of the public."

Wednesday's announcement came despite Russia's announcement in 2010 that it was halting space tourism for lack of free seats on its Soyuz capsules. The Soyuz have become the only means of ferrying crews to the international space station since NASA put its shuttles out of business last year.
